I. RATIONALE:
The Philippines is characterized by uneven levels of development wherein some areas enjoy certain degree
of affluence, while in others, some communities still remain in a state of underdevelopment. Although the abundance of resources, natural and man-made, may be considered the biggest contributing factor to economic development, most people believe that good governance is the most important key to the over-all growth and development of a community.
The Lakbay Aral was conceptualized to provide an opportunity for LGU’s to exchange views/ideas among themselves and help each other determine what good practices can best be adopted in their respective area/ sphere of influence.
II. OBJECTIVE:
This proposal aims to make Lakbay Aral a great learning and memorable experience for participants at the least possible cost to the government. This can be done by dealing directly with LGU’s, thus, doing away with middlemen and avoiding additional cost to the government.
Also, CHT will arrange visits to places that will enable participant to familiarize themselves with Bicol’s rich history and cultural heritage.
III. SCOPE
The study tour shall be limited to the two major provinces / cities of Bicol: Legazpi (Albay) and Naga (Camarines Sur). It will include visits to government units and agencies, educational institutions, museums, churches, business establishments (small, medium, and large), as well as tourist destinations.
IV. PROPOSED ITINERARY

Day 1
0600 – Arrive at Legazpi Airport, meet and greet
0630 – Breakfast (own account)
0800 – Start of Legazpi City tour visit the following:
- Cagsawa Ruins
- Daraga Church
- Embarcadero de Legazpi
- Legazpi Boulevard
- Legazpi Bus Terminal for souvenir shops
1200 – Lunch at Cosina de Marina/ Airport Buffet
1300 – Visit the Following:
- Mayon Skyline
- Kawa-Kawa
1800 – Dinner at Waway’s
2000 – Check in at La Piazza Hotel
Day 2
0600 – Breakfast
0730 – Check out, pick up from La Piazza hotel to Legazpi City Hall
0800 – Orientation/ Briefing Best Practices: City Disaster Risk Reduction
0900 – Courtesy call- Mayor Noel E. Rosal
0930 – Orientation/ Briefing practices
1100 – City Welfare Development, Office of City Environment and Natural Resources, City Planning and Development office
1105 – Visit to CDRRM office- Motorpool Site, Legazpi City
1200 – Pick up from Legazpi city hall, lunch at 1st Colonial Grill
1300 – Proceed to Naga City
1530 – Arrive Naga City, check in
1800 – Dinner at Anselmo’s buffet
1930 – Transfer back to hotel
